We are seeking a Planning & Optimization Specialist  with the will and ambition to work in high performing Vodafone Team responsible for Leading Digital Transformation in Turkey, reporting to  Planning and Optimization Manager of  Vodafone Turkey.

The accountabilities of this role are:

• Optimise and Tune with smart network Technologies (2G/3G/LTE sites, smallcells, repeaters, femtocells..)
• Review the network performance in the region through all quality and performance reports; and ensures necessary actions are taken to sustain & improve the quality of the 2G / 3G and LTE networks
• Ensure the forming of all necessary frequency and parameters related to the site to be planned
• Optimization required drive tests , benchmark and ensure the required 2G / 3G / LTE network accordingly
• Resolve customer complaints immediately
• Being able to perform Corporate/VIP customer case analysis via using Signalling & Optimization tools.
• Special event follow-up and proactive optimization in area of responsibility
• Special Event Capacity optimization during events like football, basketball matches, political events and concerts etc
• Being able to perform improving the customer experience, NPS and ambitious to achieve   "zero detractors!" target
• Represent VF to all local government and public bodies in the region to ensure that all required licenses and permissions are completed on 
• Build effective and strong relations with all the internal stakeholders to improve the performance of the region according to the technology strategies & plans
• Strong coorparation and coordination with Other Regional and Central functions (optimization,planning, operation)
• Regional functions (sales, planning, bcok, rollout, site acquisition, regulation..)
• Responsible for 2G/3G/LTE new site optimization;
• RAN parameters settings and analysis of Network KPI’s 
• Network clusters optimization 
• Data audit and RAN parameter consistency checks 
• Tender support for RAN design and capacity dimensioning 
• Apply troubleshooting and subsequent optimization measures to improve the NW KPIs
• Call analysis, drive test analysis and cluster verifications
• Should check the problems on site with some basic measurements (inc. drive test equipment) and find best solutions to customer complaints by optimising parameters or features.
• Drive test tools like TEMS, Actix Analyzer, Swissqual, and GenexProbe-Assistant
• MR based tools preferably NCPR, Piweb,Tetronix, Schema, Touchpoint, Nastar, LMT

Qualifications

• BSc or MSc degree in Telecommunications, Electronics Engineering or Computer Science
• Minimum 2 years of work experience in Mobile Network  RF Optimization with Specialist level skills
• Technical competence on network quality
• Good knowledge of Multi-vendor networks especially Huawei 2G/3G/LTE/SRAN features and parameters.
• Advantage to have experience with following tools: Atoll,  MapInfo, ACTIX, Automatic frequency  planning tools (AFP, Schema), Huawei Nastar, Tektronix GEOProbe, Nokia TRAFFICA, Schema UltimaForte , CHR, NCPR , Piweb, Drive Test and Vendor based tools like Discovery, Custormer based tools like NA
• Strong Analytical thinking and presentation skills and deliver expectations on time.
• Self-motivated , customer-focused and ambitious on competition
• Enthusiastic team player, needs to communicate with other Departments
• Must be willing to learn New Technologies
• Excellent verbal and written communication skills in English
• No military obligation for male candidates
• Familiar in GSM/EDGE/WCDMA/HSPA+optimization, being familiar with RF algorithms & parameters (eg Handover, power control and RRM algorithms, etc.) 
• On hand experience on LTE Radio technologies is a plus, being familiar with RF algorithms & parameters (eg SHO, LDM, DRD and Load Balancing algorithms, etc.)
• Being able to generation, implementation and assesment of 2G Frequency Planning &3G PSC Planning in addition with Neighbor Analysis.
• Understand tool usage, methods and procedures to analyze data collected from the field drive tests, network elements, signaling and measurement systems to determine network-wide optimization activities.
• Monitor all parameters in network elements and continuously modify according to the network loads and traffic behavior to keep the network performance optimum and fully utilized 
• Being able to perform troubleshooting and performance optimization by the algorithm analysis and parameter modification. Work with RF Design Engineers to understand the design, cluster definition, internal/external customer expectation, and network configuration
• Maintain network / service KPIs / QOS and manage target values or levels for them in terms of availability, accessibility, retainability and integrity 
• Knowledge on data communications, layered architecture and IP
• Coverage gaps, areas of poor pilot dominance and Tuning site configurations (e.g. antenna tilts & azimuths & determining cross feeders) Areas of pilot pollution, over-shooting analysis
• Power Setting optimization  & Neighbour list verification, prioritization and tuning
• Frequency & scrambling code planning and tuning
